L’ISPA-DRC (Internet Service Provider Association-Democratic république of Congo) dont tous les membres sont détenteurs des ressources Internet administrées par AFRINIC (le registre Internet régional pour le continent Africain et l’océan indien) est inquiète quant aux allures de développement de litige entre AFRINIC et Cloud Innovation Ltd et surtout de la décision du tribunal de pouvoir geler le compte bancaire d’AFRINIC.

L’inquiétude de ISPA-DRC se situe au niveau de voir, si jamais cette décision perdure, AFRNIC dans l’impossibilité de rendre service aux milliers d’Internautes sur le continent Africain et l’Océan indien, faute de moyens de son fonctionnement.

Loin d’entraver la procédure judiciaire en cours, ISPA-DRC rappelle au respect du principe de continuité de service universelle prône dans le domaine de la télécommunication, en demandant que le compte d’AFRINIC soient dégeler afin de permettre à ce dernier de continuer à fonctionner pour rendre services aux milliers d’internautes du continent africains et de l’océan indien. Faire le contraire serait insoler tout un continent au reste du monde.

Tout en soutenant la déclaration du PDG D’AFRINIC relative à l’assurance de voir AFRINIC continuer à servir ses membres, ISPA-DRC demande à AFRINIC, Cloud innovation Ltd et les autorités judiciaires de l’Ile Maurice de tenir compte de la continuité de service universel tout en poursuivant le processus judiciaire.

ISPA-DRC STATEMENT ON THE AFRNIC CONTINUED OPERATION

ISPA-DRC (Internet Service Provider Association-Democratic Republic of Congo), all of whose members own Internet resources administered by AFRINIC (the regional Internet registry for the African continent and the Indian Ocean) is concerned about the development of a dispute between AFRINIC and Cloud Innovation Ltd and especially the court's decision to freeze AFRINIC's bank account.

ISPA-DRC's concern is to see, if ever this decision continues, AFRNIC in the impossibility of serving the thousands of Internet users on the African continent and the Indian Ocean, for lack of means of its functioning.

Far from hampering the ongoing legal proceedings, ISPA-DRC reminds us to respect the principle of universal service continuity advocated in the field of telecommunications, by requesting that the AFRINIC account be unfrozen in order to allow it to continue operating to serve the thousands of Internet users on the African continent and the Indian Ocean. To do the opposite would be to isolate an entire continent from the rest of the world.

While supporting the statement by the CEO of AFRINIC regarding the assurance that AFRINIC will continue to serve its members, ISPA-DRC requests   AFRINIC, Cloud innovation Ltd and the judicial authorities of Mauritius to take into account the continuity of universal service while continuing the judicial process.
